The qualifications will be same as prescribed for the post of Assistant Professor by the UGC / State Govt./ AICTE/ University norms. However, if eligible candidates are not available on interview the condition
of NET/SLET/ Ph.D/ M.Tech. etc. may be relaxed.

ASSISTANT PROFESSOR
(i) National Eligibility Test (NET) shall be compulsory for appointment at the entry
level of Assistant Professor, subject to the exemptions to the degree of Ph.D. in
respect of those persons obtaining the award through a process of registration,
course-work and external evaluation, as have been laid down by the UGC through
its regulations, and so adopted by the State Government vide letter No.7/66-2003
C IV(3) dated 17.7.2009. (Appendix-II).
(ii) The minimum requirements of a good academic record, 55% marks (or an
equivalent grade in a point scale wherever grading system is followed) at the
master’s level.
(iii) A minimum of 55% marks (or an equivalent grade in a point scale wherever
grading system is followed) will be required at the Master’s level for those
recruited as teachers at any level from industries and research institutions and at
the entry level of Assistant Professors, Assistant Librarians, Assistant Directors of
Physical Education and Sports.
(iv) A relaxation of 5% may be provided at the graduate and master’s level for the
Scheduled Caste/Scheduled Tribe/Differently-abled (Physically and visually
differently-abled) categories for the purpose of eligibility and for assessing good
academic record during direct recruitment to teaching positions. The eligibility
marks of 55% marks (or an equivalent grade in a point scale wherever grading
system is followed) and the relaxation of 5% to the categories mentioned above
are permissible, based on only the qualifying marks without including any grace
mark procedures.
(v) A relaxation of 5% may be provided, from 55% to 50% of the marks to the Ph.D.
Degree holders, who have obtained their Master’s Degree prior to 19
th
September, 1991.
(vi) Relevant grade which is regarded as equivalent of 55% wherever the grading
system is followed by a recognized University shall also be considered eligible.
It is hereby clarified that where the University/College/Institution declare results in
grade points which is on a scale of seven, the following mechanism shall be referred to
ascertain equivalent marks in percentage:

For determining good academic record, a candidate should either have average of 55% marks in two
of the three examinations (not below Matric or equivalent) prior to Master’s degree or 50% marks in
each of these two examinations separately. The following relaxation will, however, operate:

Assistant Professor for Visual (Fine) Arts:
i. Good Academic record with atleast 55% marks (or an equivalent grade in a point scale
wherever grading system is followed) at the Master’s degree level, in the relevant subject
or an equivalent degree from an Indian/ Foreign University.
ii. Besides fulfilling the above qualifications, candidates must have cleared the National
Eligibility Test (NET) for lecturers conducted by the UGC, CSIR, or similar test accredited
by the UGC. Notwithstanding anything contained in this notification, candidates, who are,
or have been awarded a Ph.D degree, in accordance with the University Grants
Commission (Minimum Standards and Procedure for Award of Ph.D Degree) Regulations,
2009, shall be exempted from the requirement of the minimum eligibility condition of
NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent
positions in Universities/ Colleges/ Institutions.
iii. Without prejudice to the above, NET/SLET/SET shall also not be required for such
Masters Programmes in disciplines for which NET/SLET/SET is not conducted.

Subject: Qualifications for the appointment of Lecturer/ Librarians.
The State Government has considered and approved the draft rules for the qualifications for
the appointment of Lecturers/ Librarians in substitution to the existing rules as prescribed in Haryana,
Education (College Cadre) Group-B Service (Amendment) Rules, 2006. These draft rules have been
prepared in accordance with latest Regulations, 2009 No.F.1-1/ 2002 (PS) Exemp. dated 01.6.09 of
the UGC. The draft rules as approved by the Government as under:
“NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of Lecturers in
Universities/ Colleges/ Institutions.
Provided, however, that candidates who are or have been awarded Ph.D degree in compliance
of the University Grants Commission (minimum standards and procedure for award of Ph.D degree),
Regulation 2009, shall be exempted from the requirement of the minimum eligibility condition of
NET/SLET for recruitment and appointment as Assistant Professor or equivalent positions in
Universities/ Colleges/ Institutions.
Provided further that, the candidates who have acquired Ph.D upto 31
exempted from the requirement of the minimum eligibility condition of NET/SLET for recruitment and
appointment to the posts of Lecturers or equivalent positions in Universities/ Colleges/ Institutions.
Provided further that those candidates who have been enrolled for Ph.D upto 31
shall become eligible for exemption from the requirement of the minimum eligibility condition of
NET/SLET for recruitment and appointment to the posts of Lecturers or equivalent positions in
Universities/ Colleges/ Institutions only on acquisition of Ph.D degree.
NET shall not be required for such Master’s programmes in discipline for which there is no
NET.
The process regarding getting these draft rules notified is under progress with the
Government. It has further been decided that in the meantime, if any Lecturer/ Librarian/ teacher is
recruited then it shall be according to the draft rules as mentioned above.

i. Keep your filled up application reference copy (reference: 2 a. ii) & enter the

ii. Upon submission of the application through Web/Internet an acknowledgement with an
unique application number along with the copy of details filled up by the applicant will
appear on the screen. The applicant shall take two printouts (copies) of
the acknowledgement. He/she shall paste his/her recent passport size photo (not older
than six months) in both copies and affix his/her signature on the space provided in the
acknowledgement. Signing the acknowledgement is tantamount to signing the

5. Probation/Minimum Service/Postings :
i. Selected candidate will be on probation for one year and has to execute an agreement to
serve the Corporation for a minimum period of Ten years including the period of probation.
He/She will be posted only in project areas. He / She shall give an undertaking that he/she
will work in project areas and shall not seek posting to Bangalore for a minimum period of
ten years.
ii. After joining the KPCL Services, the candidate will not be allowed any kind of leave to proceed
for acquiring the higher education for a period of five years.
6. Selection procedure:
i. Written Test will be conducted at Bangalore.
ii. Eligible candidates will have to appear for Written Test in Technical subjects
(subject to passing Kannada Language Test referred in para 7 below) .
iii. Selection will be made based on the average marks obtained in the qualifying
examination (50%) and marks obtained in the written test (50%) duly following the
reservation of posts notified.

7. Kannada Language Test:
Candidates who have not studied Kannada as one of the subjects in SSLC or equivalent
examination or where medium of instruction is not Kannada in SSLC or equivalent
exam, they have to pass a Kannada Language Test. The Kannada Language Test will
be held prior to the technical written test on the same day.
Kannada Language test are only eligible to appear for Technical
Written Test.
8. Written Test:

CONDUCTED TO TEST THE KNOWLEDGE OF THE CANDIDATES IN THE
RELEVANT TECHNICAL SUBJECTS. QUESTIONS WILL BE OBJECTIVE TYPE
WITH MULTIPLE CHOICE ANSWERS. THE CANDIDATES HAVE TO USE ONLY
BLACK BALL POINT PEN TO MARK ON THE OMR SHEET (OBJECTIVE MARK
RESPONSE SHEET)
i. Eligible candidates for attending the written test will be notified in the Web Site;
ii. Eligibility is determined as per the details furnished in the application. If, at any point of
time or at any stage of processing the recruitment or thereafter, it is found that the candidate
has given false information or the details given are found to be not true, he/she will not only
be disqualified for further stages of recruitment but also
liable for appropriate legal action;
iii.
limit the number of candidates to be considered for Written Test. Mere possession of
the qualification does not confer any right on the applicant to be called for Written
Test;
If the number of applications received are large, the Corporation reserves its right to

9. Disqualification from Employment/General
i. Applications submitted by candidates other than Indian Citizens will not be considered;
ii. Incomplete applications will be rejected;
iii.
iv. Candidates will be disqualified for furnishing incorrect information whether with or without
knowledge of the candidate
v. Candidates who have appeared for the qualifying examination but whose results are not
likely to be declared before the last date fixed for submitting applications need not
apply;
vi. Interim enquiries on any matter connected with this recruitment will not be entertained;
vii. Any correspondence from KPCL to the candidates will be addressed to the correspondence
address given by the candidates in the application.
viii. KPCL reserves the right to cancel this recruitment in part or in full at any stage without
assigning any reason;

10. General Instructions:
Candidates are required to produce the following relevant original documents/ testimonials/
certificates/ records etc., in support of their age, qualification, reservation etc., for verification
only when called for.
a) University Degree Certificate / Institute Certificate (for AMIE)/Diploma Certificate;
b) SSLC Marks card or the Marks card of equivalent qualification in support of age;
c) Marks cards of all examinations (all years / all semesters) of BE/AMIE/Diploma;
d) Caste certificate as prescribed in GO No. SWD 132 SAD 97(1) dated 8.2.2000;
e) Rural certificate as prescribed in the GOs No. DPAR 08 SRR 2001 dated 13.2.2001
and GO No. DPAR 96 SRR 2005 dated 10.8.2005:
Candidates claiming reservation under rural quota should have studied from 1st to
10th Standard in rural areas. The Rural Study Certificate should be in the format
prescribed in GO as mentioned in (e) above, duly attested by the Head Master of
the School and countersigned by the concerned BEO.
f) Certificate for having studied in Kannada Medium from 1
as prescribed in Govt. Notification No. DPAR 71 GPR 2001 dated 24.10.2002,
where claim is made for reservation under ‘Kannada Medium’ category.
g) Certificate as prescribed in Govt. Official Memorandum No.DPAR 115 SRR 2005
Bangalore dated 19.11.2005 where claim is made for reservation under Physically
Handicapped category, should possess a medical certificate issued by the competent
medical authority to show physical defect or deformity

h) Discharge Certificate for having served in Military/Defence/Armed Forces in respect of
