1. Six vacancies of Himachal Pradesh Administrative Services, Class-I
(Gazetted) in the pay scale of Rs.15600-39100 + 5400 (Grade Pay). Out of
these, 01 vacancy is reserved for Scheduled Caste (S.C.) candidates of H.P.
and 01 reserved for Ex-serviceman (UR) candidates of H.P.
2. Four vacancies of Himachal Police Service, Class-I (Gazetted) in the pay

3. ELIGIBILITY CRITERIA
.
3.1 A candidate must be a citizen of India.
3.2 Minimum Educational Qualifications
(a) A candidate must possess a Bachelor's Degree or its equivalent
from a recognised University.
(b) A candidate who has appeared at an examination, the passing of
which would render him eligible to appear at the examination but
has not been informed of the result, may apply for admission to
the examination. A candidate who intends to appear in such
qualifying examination, may also apply provided the qualifying
examination is completed before the commencement of this
examination. Such candidates will be admitted to the examination,
if otherwise eligible, but the admission would be deemed to be
provisional and subject to cancellation if they do not produce proof
of having passed the examination in any case not later than two
months after the commencement of (Main) written examination,
failing which their candidature shall automatically stand
cancelled.
(c) Candidates who have passed the final professional M.B.B.S. or any
other Medical Examination equivalent thereto but have not
completed their internship by the time of submission of their
application for the HAS etc. examination will be provisionally
admitted to the examination provided they submit along with their
applications a copy of certificate from the University / Institutions
that they had passed the requisite final professional medical
examination. In such cases, the candidates will be required to
produce, at the time of their interview, original degree or a
certificate from the concerned competent authority of the
University / Institutions that they had completed or requirement
(including completion of internship) for the award of degree.
3.3 Age Limits :
a) A candidate must have attained the age of 21 years and must not
have attained the age of 35 years on the first January 2011,
meaning thereby that candidates born on or after 02-01-1990
are underage whereas applicants born before 01-01-1976 are
overage.
b) Provided that the upper age limit is relaxable by five years for
candidates belonging to the Scheduled Castes/ Scheduled
Tribes/ Other Backward Classes / Persons with disabilities and
Children/Grand Children of Freedom Fighters of Himachal
Pradesh as declared by the Govt. from time to time. Age
relaxation is also available to Ex-servicemen candidates of H.P.
as per provisions in Rules/ Instructions of H.P. Govt.
c) Provided further that a Govt. servant who is holding substantive
/ officiating appointment in H.P. Govt. or in High Court or any
Court Subordinate thereto and employees of the Public Sector
Undertakings / Corporations / substantially owned or controlled
by the H.P. Government shall be eligible to appear in the
examination if he / she possesses a Bachelor’s degree of a
recognised University and has not attained the age of 42 years on
the first day of January of the year in which the applications are
invited by the Commission for Competitive examination. Any
person who is eligible under this sub-rule and wishes to appear
in the examination shall submit his / her application in the
prescribed form through his / her Head of Office to the

7.1 Preliminary examination
A) Initially, Preliminary examination consisting of 2 papers based on
objective type (multiple choice) questions on the following pattern will be

(C) This preliminary examination will consist of two objective type papers
(multiple choice questions) and carry a maximum of 400 marks. Marks
obtained in preliminary examination by the candidates who are declared
qualified by the Commission for admission to the main examination will
not be counted for determining their final order of merit. The number of
candidates to be admitted to the Main Examination will be about 20
times the total approximate number of vacancies to be filled in the year
in the Posts / Service. Only those candidates who have been declared to
have qualified the preliminary examination by the H.P. Public Service
Commission in a year will be eligible for admission to the main
examination of that year provided they are otherwise eligible for
admission to the Main Examination.

(i) There are four alternatives for the answer to every question. For
each question for which a wrong answer has been given by the
candidate, one third of the marks assigned to that question will be
deducted as penalty.

correct and there will be same penalty as above for that question.
(iii) If a question is left blank i.e. no answer is given by the candidate,
there will be no penalty for that question.
(D) The duration of Papers No.I and II (General Studies and Aptitude Test)
will be two hours each.”

7.2 Main Written Examination
a) The candidates declared qualified in the Preliminary examination will be
entitled for admission to the Main written examination, if otherwise found
eligible.
b) The number of candidates to be called for Main written examination will
be about 20 times of the total number of vacancies to be filled in on the
basis of aforementioned examination.
7.3 Viva-Voce
The number of candidates to be called for viva-voce test after the Main
written examination by the Commission shall be at its discretion on the
basis of marks obtained by them in the Main written examination only. As
far as possible this number will be three times the total number of
vacancies.

states than H.P. should write / encode their category code as 01,
because they are treated as general candidates for the purpose of cost of
application form inclusive of examination fees and upper age relaxation
is not also applicable to them

3. No individual letters will be sent to the candidates regarding rejection
of their applications. The details of rejection will be available only on
official website of the Commission.
4. The decision of the Commission as to the eligibility or otherwise of a
candidates for admission to interview or selection will be final and no
correspondence / personal enquiries will be entertained.
5. The SC/ST/OBC Candidates must possess such certificates on lineage
of paternal families.
6. The applicant shall Upload/Paste his/her latest photograph in the
space provided in the application form. He/she is also required to paste
a similar photograph on the Identity Card portion of his/her Admission
Letter, which will be supplied to him/her for appearing in the HPAS
Main examination as well. In case, photograph pasted on the
application of Preliminary examination is found different / varying to
that of pasted on the Identity Card for appearing in the Main
examination, the candidature of such candidates shall stand cancelled.
The candidate is required to write his / her name and particulars on
the back side of his / her photo before pasting it on the application.

is no reservation for the Wards of Ex-servicemen of H.P. in these
services. Therefore, they shall write and encode the code of
category(s) to which they belong.
H.P. must go through the relevant Rules and instructions of the
reservation notified / issued by the H.P. Govt. from time to time in
order to ensure their eligibility for admission to the aforesaid
examination. Similarly, other reserved categories candidates are also
required to go through the relevant instructions in order to ensure that
they are eligible under the particular category(s).
8. The candidates are advised to carefully follow the instructions (applying
online and offline) regarding their eligibility for admission to this
examination. The applicants will be admitted provisionally on the basis
of claims made by them in their applications.
9. The candidates applying for the examination should ensure that they
fulfill all the eligibility conditions for admission to the examination.
Their admission at all the stages of examination for which they are
admitted by the Commission viz. written examination and interview
test will be purely provisional, subject to their satisfying the prescribed
eligibility conditions. If on verification at any time before or after the
written examination or interview test, it is found that they do not fulfill
any of the eligibility conditions, their candidature for the examination
will be cancelled by the Commission.
10. A candidate who is or has been declared by the Commission to be
guilty of:
(i) Obtaining support for his/her candidature by the following
means, namely:-
(a) offering illegal gratification to, or
(b) applying pressure on, or
(c) blackmailing, or threatening to blackmail any person
connected with the conduct of the examination, or
(ii) impersonating, or
(iii) procuring impersonation by any person, or
(iv) submitting fabricated documents or documents which
have been tampered with, or
(v) making statements which are incorrect or false or
suppressing material information, or
(vi) resorting to the following means in connection with his/her
candidature for the examination, namely
(a) obtaining copy of question paper through improper
means,
(b) finding out the particulars of the persons connected
with secret work relating to the examination,
(c) influencing the examiners, or
(vii) using unfair means during the examination, or
(viii) writing obscene matter or drawing obscene sketches in the
scripts, or
(ix) misbehaving in the examination hall including tearing of
the scripts, provoking fellow examinees to boycott
examination, creating disorderly scene and the like, or
(x) harassing or doing bodily harm to the staff employed by
the Commission for the conduct of their examinations, or
(xi) being in possession of or using mobile phone, pager or any
electronic equipment or device or any other equipment
capable of being used as a communication device during
the examination; or
(xii) violating any of the instructions issued to candidates along
with their admission certificates permitting them to take
the examination, or
(xiii) attempting to commit or as the case may be abetting the
commission of all or any of the acts specified in the
foregoing clauses; may in addition to rendering
himself/herself liable to criminal prosecution, be liable
(a) to be disqualified by the Commission from the
examination for which he/she is a candidate and/or
(b) to be debarred either permanently or for a specified
period
(i) by the Commission from any examination or
selection held by them.
(ii) by the Central Government from any employment
under them, and
(c) if he/she is already in service under Government to
disciplinary action under the appropriate Rules.
Provided that no penalty under these Rules shall be
imposed except after.
(i) giving the candidate an opportunity of making such
representation, in writing as he/she may wish to
make in that behalf; and
(ii) taking the representation, if any, submitted by the
candidate within the period allowed to him/her into
consideration.
11. The Centres of holding the Preliminary examination are liable to be
changed at the discretion of the Commission. While every effort will be
made to allot the candidates to the centre of their choice for
examination, the Commission may, at their discretion, allot a different
centre to a candidate when circumstances so warrant.

13. The eligibility conditions of the candidates called for viva-voce test will
also be determined on the day of interview on the basis of their original
documents and rejection, if any, at that stage.
14. The allocation of examination centres for (Preliminary) examination will
be made according to the option exercised by the candidates in the
application form. This examination will be conducted in the
examination centres located at Shimla, Solan, Nahan, Mandi,
Dharamshala and Una respectively in case adequate number of
candidates opt for each of these stations as examination venue.
However, the Commission reserves the right to allot any centre of

  • Visually Challenged [VC]:
    1. Blindness refers to a condition where a person suffers from any of the following conditions namely (a) Total absence of sight or (b) Visual acuity not exceeding 6/60 or 20/200 {snellen} in the better eye with correcting lenses; or (c) limitation of the field of vision subtending an angle of 20 degree or worse.
    2. Low Vision means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.
  • Hearing Impairment [HI] means loss of 60 decibels or more in the better ear in the conversational range of frequencies.
  • Orthopaedically Challenged [OC] – All the cases of OC persons are covered under the category of Locomotor disability or cerebral palsy.

    Locomotor Disability
    means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any forms of cerebral palsy.

    Cerebral Palsy means a group of non-progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of development.
Only such persons would be eligible for reservation in services / posts who suffer from not less than 40% of relevant disability.
3. NATIONALITY / CITIZENSHIP:
A candidate must be either i] a citizen of India or ii] a subject of Nepal or iii] a subject of Bhutan or iv] a Tibetan refugee who came over to India before 01.01.1962 with the intention of permanently settling in India or v] a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African Countries of Kenya, Uganda, United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia & Vietnam with the intention of permanently settling in India provided that a candidate belonging to categories (ii), (iii), (iv) or (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.   2. Fill the particulars viz, Name, Date of Birth, Contact Phone No., Category, Post Applied for, Post Code, Amount deposited, Depositing Branch Name & City
  3. Submit the Fee Payment Challan & amount in any Canara Bank Branch
  4. Collect the candidate's copy of Fee Payment Challan from the Branch. Please check that challan is properly signed & the details of Transaction Sequence No., Branch Name & DP Code Number, Deposit Date are noted in the challan by the Branch Authorities.
  5. Log on to bank website http://www.canarabank.com/ for applying on-line.
After on-line registration, candidates are requested to write their Registration Number on the back of the Payment Challan.

The application fee / postal charges should be paid between 20.04.2011 and 13.05.2011 (both dates inclusive)

Even if the last date of registration changes due to technical reasons, the valid dates for payment of application fee / postal charges will not be changed.

Payment of fee by Demand Draft / Cheque / Money Orders / Postal Orders etc will not be accepted and such applications will be summarily rejected.
6. SELECTION PROCEDURE:
The selection for these posts shall be on the basis of shortlisting and performance in the interview.

Mere satisfying the eligibility norms does not imply that the Bank is satisfied beyond doubt about the candidates’ eligibility and shall not vest any right in a candidate for being called for interview. The Bank reserves the right to call only the requisite number of candidates for interview after preliminary screening / shortlisting with reference to the candidate’s qualification, experience, suitability.

Maximum marks for Interview is 100 and the final selection shall be on the basis of performance in Interview only.

The Bank reserves the right to change the selection procedure, if necessary. The change, if any, shall be communicated to the candidates in advance.

The Bank would be free to reject the candidature of any candidate at any stage of the recruitment process, if he / she is found to be ineligible and the fees paid by the candidate shall be forfeited. If appointed, such a candidate may be summarily be removed from the services.

8. HOW TO APPLY:
The eligible candidates are required to apply ON-LINE through bank’s website http://www.canarabank.com/. The guidelines for filling on-line application are as follows;
  • Candidates should check their eligibility prescribed for the post for which he / she wants to apply.
  • Candidates should have a valid personal e-mail id. In case, candidate is not having valid e-mail id, he/she should create a new e-mail id. This e-mail id should be valid for the duration of the project.
  • Candidates should have remitted the requisite fee in any branch of Canara Bank and should have details of payment made.
  • Please note that without valid payment details, on-line registration of application will be summarily rejected. For details of payment, check Point No.5.
  • Candidates are required to visit the Bank’s website www.canarabank.com->Careers->Positions Open page and click on the link “Recruitment Project –1/2011 – Specialist Officers” and apply for the appropriate post. Alternatively, candidates can click the link “Recruitment” scrolling in the “News Update” column, which leads to the Recruitment Page.
  • The link for registration of application will be open on our website on 20.04.2011 and closes on 13.05.2011 (both dates inclusive).
  • After filling in all the required particulars, candidates shall submit the application on-line.
  • There is provision to modify the submitted on-line application. Candidates are requested to make use of this facility to correct the details in on-line application, if any. This Modification facility shall be available after 2 days of registration & up to 15.05.2011. Modification will be allowed only 3 times. After the last date, no modification will be permitted. No modification should be made, after sending the application by post.
  • Candidates should take utmost care to furnish the correct details while filling in on-line application.
  • After applying on-line with correct details, the registered candidates should obtain a system generated print-out of the registered application.
  • A recent passport size photograph should be pasted on the system generated print-out of the registered application and sign across it.
  • The system generated print-out of the registered application has to be signed by the candidates at appropriate place and the same application along with original payment challan and attested copies of the certificates / documents has to be sent to the address specified below.
  • Candidates should retain a copy of on-line application print out along with Registration Number & Password safely for their records.

10. CALL LETTERS:
All the communications viz, call letters for interview etc., will be sent to the address for communication given by the candidate in the application form by ordinary post only. Request for sending to different addresses subsequently will not be entertained.

CALL LETTER FOR ATTENDING INTERVIEW:

The candidates who have been shortlisted will only be called for the Interview and their details and Interview Schedule will be made available in Bank’s website http://www.canarabank.com/. Interview Call Letters shall be sent by ordinary post to the candidates who have been shortlisted for interview. Alternatively the interview call letter can be downloaded from the Bank’s website.

Bank will not take responsibility for late receipt / non-receipt of call letter / any communication to the candidate. Hence candidates are requested to keep track of status of the recruitment process by visiting Bank’s website from time to time.
11. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT:
Candidates should not furnish any particulars that are false, tampered, fabricated or suppress any material information while registering the application and submitting the certified copies / testimonials.

At the time of interview, if a candidate is or has been found guilty of using unfair means during the interview; or impersonating or procuring impersonation by any person; or misbehaving in the interview hall or resorting to any other irregular or improper means in connection with his/her candidature for the selection; or obtaining support of his/her candidature by any means, such a candidate may in addition to rendering himself/herself liable to criminal prosecution, will be liable

(a) to be disqualified from the interview for which he / she is a candidate
(b) to be debarred, either permanently or for a specified period from any examination or selection held by the Bank.

If a test is conducted, the Bank/IBPS would be analyzing the responses of a candidate with other appeared candidates to detect patterns of similarity. If, as per the laid down procedure, it is suspected that the responses have been shared and the scores obtained are not genuine / valid, the Bank reserves the right to cancel his / her candidature.
12. GENERAL INSTRUCTIONS:
  1. Candidates have to register on-line through Bank’s website only. No other means of applications shall be entertained.
  2. Admission to calling for interview is purely provisional. Mere receipt of call letter for interview does not imply that the Bank is satisfied about the candidate’s eligibility. Candidates should ensure their eligibility before paying the fees / applying / attending the interview. Bank reserves right to reject ineligible candidate’s applications at any stage and the fee paid by ineligible candidates shall be forfeited.
  3. The Application once made will not be allowed to be withdrawn and the fee once paid will not be refunded on any account nor would this fee be held in reserve for future examination / selection.
  4. Applications which are incomplete in any respect will be rejected and the fee will be forfeited.
  5. Candidates will have to appear for the interview at their own expenses.
    However, outstation SC/ST/Persons with Disabilities category candidates called for interview for JMGS-I posts will be paid II class to & fro train fare or actual expenses incurred, whichever is less, by shortest route on production of proof of travel. Outstation SC/ST/Persons with Disabilities category candidates called for interview for MMGS-II posts,  will be paid I class to & fro train fare or actual expenses incurred, whichever is less, by shortest route on production of proof of travel.
    The above concession will not be admissible to SC/ST/Persons with Disabilities category candidates who are already in service in Central / State Government, Corporations, Public Undertakings / Local Government, Institutions and Panchayats etc.
  6. Candidates serving in Government / Public Sector Undertakings (including Banks) should send their application through proper channel. However, an advance copy of system generated print-out of registered application along with original payment challan and other relevant documents may be sent within the stipulated date. Such candidates are required to produce a “No Objection certificate” from their employer at the time of interview, in the absence of which their candidature will not be considered.
  7. Only candidates willing to serve anywhere in India should apply.
  8. Decision of the Bank in all matters regarding eligibility of the candidate, the stages at which such scrutiny of eligibility is to be undertaken, the documents to be produced for the purpose of the conduct of interview, selection and any other matter relating to recruitment will be final and binding on the candidate.  Further, the Bank reserves right to stall / cancel the recruitment partially / fully at any stage during the recruitment process at its discretion, which will be final and binding on the candidate.
  9. No correspondence or personal enquires shall be entertained by the Bank.
  10. Bank may, at its discretion, hold re-examination / re-interview wherever necessary in respect of a centre / venue / specified post or candidate/s.
  11. Candidates belonging to SC / ST / OBC / Persons with Disabilities categories shall submit an attested copy of certificate issued by competent authority in the prescribed format as stipulated by Government of India. In case of candidates belonging to OBC category, certificate should specifically contain a clause that the candidate does not belong to creamy layer section excluded from the benefits of reservation for Other Backward Classes in Civil post & services under Government of India.  OBC caste certificate should not be more than one year old.

    II) For Persons with Disabilities: Authorised certifying authority will be the Medical Board at the District level consisting of Chief Medical Officer, Sub-Divisional Medical Officer in the District and an Orthopedic / Ophthalmic / ENT Surgeon.

    III) Prescribed Formats of SC, ST, OBC, PWD certificates can be downloaded from Bank’s website http://www.canarabank.com/. Candidates belonging to these categories are required to produce the certificates strictly in these formats only.
  12. An Ex-serviceman candidate has to produce a copy  of the discharge Certificate / pension payment order and documentary proof of rank last / presently held (substantive as well as acting) at the time of interview. Those who are still in defence service should submit a certificate from a competent authority that they will be relieved from defence services, on or before 30.09.2011.
  13. Appointment of selected candidates is subject to his/her being declared medically fit as per the requirement of the Bank & receiving satisfactory report from referees and subject to service and conduct rules of the Bank.
  14. Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts situated in Bangalore.
  15. Canvassing in any form will be treated as disqualification.
  16. The Bank / IBPS shall not be responsible for an application being rejected which is based on wrong information provided in any advertisement issued by an unauthorized person / institution.
  17. In case any dispute arises on account of interpretation in versions other than English, English version will prevail.
  18. No candidate is permitted to use Calculator, Cell Phone, Pager or any other instruments in the examination hall / interview hall.
Candidates in their own interest are advised to register on-line and submit their applications well in time before the last date, to avoid the possibility of dis-connection / inability / failure to log on the Bank’s website on account of heavy load on internet / website jam/ postal delay.
