TWENTY SECOND PRE FINAL YEAR UNIVERSITY ENTRY SCHEME
(22 UES) FOR MEN PERMANENT COMMISSION IN THE JULY 2012-13
(Aspiring men/women studying in final year (2011-12) keen to join Army may also
apply for TGC/SSC(T) for men and SSCW(T) for women)
The Indian Army is looking for a few good men. For the best and the
brightest amongst you. For men with intellect, idealism and courage.
Men who can lead and inspire others.
1. Applications are invited from UNMARRIED male Engineering Degree
students studying in Pre-Final Year (IIIrd year) in academic session
2011-2012 for Grant of Permanent Commission in the Army.
2. In addition to the Para 1 above, candidates studying in FINAL YEAR
in 2011-12 can exercise their option for following courses:-
(i) TGC -115 (JuI 2012) Terms and condition will be the same as
applicable to regular TGC-115 course
(ii) SSC (T) - 39 (Oct 2012) Terms and condition will be the same as
applicable to regular SSC (T)-39 course
(iii) Unmarried female candidates studying in final year can exercise
their option for SSCW(T)-10 only. (Terms and condition will be same
as applicable to SSCW(T)-10 commencing in Oct 2012.
Note :
(a) Induction in TGC/SSC (T)/SSCW (T) entries is an opportunity provided
to candidates studying in final year, otherwise, there is no change in
existing terms .and conditions and procedure for induction into TGC/
SSC(T) Men/Women entries.
(b) Final year candidates should not apply again on-line for TGC-115/
SSC(T)-39 and SSCW (T)-10 Courses, against Notifications that are
given later for these courses.
(c) Combined merit list
In case of final year. Combined merit list will be prepared for the
selected candidates who opt for TGC/SSC{T) men/SSC{T) Women
alongwith candidates applying through regular notification of TGC115,
SSC(T)-39 and SSCW(T)-10 course within the stipulated branch/stream
wise vacancies.
(d) Widows of Defence Personnel, (with / without children) issueless
widow, issueless divorces are not eligible to apply through University
Entry Scheme Separate notification will be published in Feb 2012 for
SSC Women (Tech) -10 Course in which they can apply.

decided by IHQ of MoD (Army) based on requirements.
(ii) Vacancies of TGC, SSC (T) Men and Women and stream of
engineering will be notified in regular notification.
4. CONDITIONS OF ELIGIBILITY
(a) Nationality: A candidate must either be: (i) a citizen of India, or (ii)
a subject of Bhutan, or (iii) a subject of Nepal, or (iv) a Tibetan refugee
who came over to India before the 1st January 1962 with the intention
of permanently settling in India, Or (v) a person of Indian origin who has
migrated from Pakistan, Burma, Sri Lanka and East African Countries
of Kenya, Uganda, United Republic of Tanzania, Zambia, Malawi, Zaire,
Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (ii), (iii), (iv) and (v)
above shall be a person in whose favour a certificate of eIigibility has
been issued by the Government of India.
Certificate of eligibility will however not be necessary in the case of
candidates who are Gorkhas subjects of Nepal.
(b) Age Limit :
Pre-Final Year candidates
UES - 22 (Pre-Final Year) - Born between 02 Jul 88 and 01 Jul 94

Final Year candidates
(i) TGC-115 (July 2012) - Born between 02 Jul 85 and 01 Jul 92

(ii) SSC (Tech) Men - 39 (Oct 2012) - Born between 02 Oct 85 and
01 Oct 92 - Not below 20 yrs and not over 27 yrs.
(iii) SSC Women (Tech) - 10 (Oct 2012) - Born between 02 Oct 85
and 01 Oct 92 - Not below 20 yrs and not over 27 yrs.
Note : Age limit mentioned above will be applicable at the time of
commencement of course. Matriculation Certificate issued by the Board
concerned (CBSE/State Boards/(CSCE) in which date of birth is reflected
will be accepted and no subsequent request for change in Date of Birth
will be considered or granted. (Admit Card/ Marksheet/ Transfer/ Leaving
Certificate etc. are not acceptable)
c) Educational Qualification : Candidates studying in the Pre-Final of
the Engineering Degree Course in recognized Universities/ Institutions/
Colleges in the subjects mentioned in para 4 above will be eligible to
apply but must possess the educational qualification at the time of
joining training or produce the proof of having obtained the educational
qualification within 12 week from the date of commencement of training
for the grant of permanent commission in the Army. The candidates who
are unable to produce the Degree/Provisinal Degree Certificate at the
time of joining the training will be inducted on Additional Bond Basis for
recovery of the cost of training at IMA /OTA as notified from time to time,
in case they fail to produce the requisite Degree/Provisional Degree
Certificate within 12 weeks from the date of commencement of training.
(d) Army HQ reserves the right to short list applications and to fix cut off
percentge of marks for SSB interview based on the aggregate percentage
of marks scored by the candidates in the first two/three years of engineering
degree course as the case may be. Candidates who have had an "year
back / failed" by one year during the engineering degree course are NOT
eligible to apply.
5. METHOD OF SELECTION
The Selection process to be followed is indicated below : (a) All
applications as per format Common Application Form given in the
websites are to be forwarded to respective Command Headquarters. (b)

Preliminary selection of prospective candidates studying in the Pre-
Final Year (Engineering) will be made by a selection team detailed by
Command HQ for holding preliminary interviews at University/College.
(c) Since candidates are required to be under graduates during the
selection process and must be graduates at the time of commencement
of the course. Candidates whose University examination pattern does
not permit applying for the UES are advised to apply for TGC/SSC (T)
commencing at IMA Dehradun/OTA Chennai in Jan/Apr and Jul/Oct every
year. TGC/SSC(T) courses are being notified in Employment News and
other prominent News papers in April and Oct i.e. approximately 09
months before commencement of TGC course at IMA Dehradun and 12
months before commencement of SSC(T) course at OTA Chennai. The
decision of ADG Recruiting. Army HQ in the matter of shortlisting and
forwarding of applications to Selection Centre for SSB interview will be
final. (d) Duration of SSB interviews is five days excluding day of arrival.
During their stay at SSB, candidates are put through Psychological
Tests, Group Test and Interviews. (e) Candidates will be put through
stage I of the selection procedure on the first day. Only successful
candidates shall be retained for balance of the testing. Candidates who
fail to qualify in stage I will be returned on the first day itself. Stage I
are Psychologically oriented tests including intelligence tests. (f)
Candidates who qualify at the SSB and are found medically fit by a
Medical Board will be placed in order of merit. The final selection will
be made in that order upto the number of vacancies available at that
time. (g) Pre-final year candidates will be called in the year of their
completion of degree, subject to their being medically fit at that time
depending on availability of vacancies and their position in the merit.
(h) Selected Pre-final year students would be granted Short Service
Commission on probation from the date of their joining the final year
class. (j) After successful completion of degree course the candidates
finally selected will be admitted for Pre-Commission training at Indian
Military Academy (IMA), Dehradun for a period of 12 months. (k)
Candidates, who do not figure in Merit List of UES, may be offered
SSC(T) for which fresh merit list will be drawn after merging the merit
with the merit list of SSC(T).
MERIT LIST: IT IS TO BE NOTED THAT MERE QUALIFYING AT THE SSB
INTERVIEW DOES NOT CONFIRM FINAt— SELECTION. A MERIT LIST
IS PREPARED FOR EVERY BRANCH/STREAM CODE SEPARATELY
PURELY ON THE BASIS OF MARKS OBTAINED BY THE CANDIDATES
AT SSB’S AND SUCH HIGHER EDUCATIONAL QUALIFICATION,
PREVIOUS PERFORMANCES, NCC BACKGROUND ETC HAVE NO
ROLE TO PLAY. MERIT LIST WILL BE PREPARED FOR 22 UES PRE
FINAL YEAR COURSE COMMENCING FROM JUL 2013, JOINING
INSTRUCTIONS WILL BE ISSUED FOR PRE-COMMISSIONING
TRAINING SUBJECT TO APPEARING IN MERIT LIST, MEDICAL FITNESS
AND AS PER VACANCIES NOTIFIED FOR THE SUBJECT COURSE.
6. MEDICAL EXAMINATION
(a) Candidates recommended by the Service Selection Board will
undergo medical examination by a board of Male/female doctors/
specialists/ gynecologist. However, there will be a lady medical officers.
Only those candidates will be admitted to the Academy who are declared
fit by the Medical Board. The proceedings of the Medical Board are
confidential and will not be divulged to anyone. However the candidates
declared unfit by the Special Medical Board (SMB), will be intimated by
the President of the medical Board and Procedure for request for
Appeal Medical Board (AMB) will also be intimated to the candidate.
Unfit candidates should report for AMB within maximum 42 days.
Candidates are advised in their own interest to appear for AMB well in
time and should not wait for last date given by the SMB. Candidates are
advised to note that Recruiting Directorate has no role to play in Appeal
Medical Board. The procedure advised by medical authorities is strictly
to be adhered to. Candidates declared unfit by AMB will be intimated
by the president AMB about procedure of challenging the findings of
AMB. The candidates will also be intimated that Review Medial Board
(RMB) will be granted at the discretion of DGAFMS based on the merits
of the case and that RMB is not a matter of right. Candidates will only
be considered medially fit on receipt of the approved medical board
proceeding from Directorate General, Medical Services, in Addl Dte Gen
Rtg. (b) Pregnancy, if detected at any stage, after selectin at SSB or
during training will debar the candidates from grant of commisson.
7. PHYSICAL STANDARD (MEN)
The minimum acceptable Height is 157.5cms. with corrected weight.
For Gorkhas and individuals belonging to hills of North Eastern region
of India, Garhwal and Kumaon, the minimum acceptable height will be
5 cm less. In case of candidates from Lakshadweep, the minimum
acceptable height can be reduced by 2 cms.
(b) Physical Standards : (Women)
(i) Height and Weight : The minimum acceptable height and weight for
women candiates is 152 cm and 42 kg with co-related height and
weight. In case of candidates belonging to the North East and hilly
areas like Gorkhas, Nepalese, Assamese and Garhwalis, the height
will be relaxed by 5 cms and weight commensurate with reduce height.
(ii) To be passed fit, a candidate must be in good physical and mental
health free from any disability like to interface with the efficient
performance of duty.
8. Prospective candidates are advised to exercise and keep themselves
physically fit, in order to avoid any injury due to the rigorous physical
training at Indian Military Academy. In order to be able to adjust to the
regime there, candidates are advised to achieve following standards
before joining the IMA, if finally selected :-
(a) Running 2.4 km in 15 minutes. (b) Push Ups-13 Nos. (c) Sit Ups-
25 Nos. (d) Chin Ups-6 Nos. (e) Rope Climbing-3-4 meters.
9. VISUAL STANDARDS : (a) (i) The minimum acceptable visual acuity
are: Distant Vision (corrected) better eye 6/6, worse eye 6/18, myopia
of not more than minus 3.50 including astigmatism. (ii) Candidates
who have under-gone or have the evidence of having undergone Radial
Keratotomy to improve the visual acuity will be permanently rejected:
also candidates who have undergone Laser Surgery for correction of
refractive error will be considered for commission in Army if they fulfill
following criteria:-
(i) Uncomplicated stable LASIK/Excimer (PRK) laser procedure done
for Myopia or Hypermetropia, with stable refraction for a period of six
months after the procedure.
(ii) A healthy retina.
(iii) Corrected vision should be 6/6 in better eye and 6/9 in worse eye,
with maximum residual refraction of ± 3.5 in any meridian for myopia
or hypermetropia.
(iv) Axial length within permissible limits.
(b) To be passed fit, a candidate must be in good physical and mental
health and free from any disability likely to interfere with the efficient
performance of duty.
(c) Visual Standards for Women : The minimum acceptable visual
acuity are: Distant vision (corrected) letter eye 6/6, worse 6/18, Myopia
of not more than minus 3.5 including Astigmation. Candidates who
have undergone or have evidence for having undergone Radial
Karatotomy to improve the visual acuity will be permenently rejected.
Candidates who have undergone Lasik Surgery for Correction of
reflective error are NOT acceptable.
10. ENTITLEMENT OF TRAVELLING ALLOWANCE: Candidates appearing
for SSB interview for the first time for this entry shall be entitled for AC III
Tier for to and fro Railway/Bus fare.
11. TERMS AND CONDITIONS OF SERVICES: (a) Candidates during the
period of SSC will be given stipend at the rate of minimum basic pay
of Lt. However the entire stipend will be paid in lumpsum only on
reporting for training at IMA. They will not be entitled to any other
privilages or allowances or expenses in connection with tuition fee, test
books, accommodation, messing and other allied services. (b) From
the date of joining IMA they will be entitled to full pay and allowances
and other benefits as admissible to regular officers. (c) Engineering
graduates who possess the prescribed qualification will be granted
one year ante-date for purpose of seniority, promotion and increments
of pay.
12. PAY AND ALLOWANCES AND OTHER BENEFITS AS APPLICABLE:
During the period of training the candidates will be given a stipend or
Rs. 21,000/- p.m. (Rs. 15600/-) as pay in Pay Band plus Grade Pay Rs.
5,400/- on completion of training. Officer are commissioned as Lt. and
entitled to the pay band Rs. 15,600/-39,000 with DA at present with other
benefits like MSP transport allowance, furnished accommodation, free
medical facilities. LTC 60 days annual leave, 20 days casual leave,
canteen facilities, entitled ration as per scale,and certain other allowance
based on place of posting etc. Army Group Insurance cover of Rs. 30
lakhs to the Gentlemen Cadets of IMA and OTA from the date of joining
these instututes for pre-commision training. Regular officers on
superannuation may be employed with the Army as reemployed officers
upto the age of 58 years.

14. COMMON MISTAKES RESULTING IN REJECTION OF APPLICATION:
(a) Photographs are not affixed/attested by Govt. Gazetted Officer
(b) Matric/equivalent certificate for verification of date of birth is not
attached and attested by Govt. Gazetted Officer. (c) Para 12 of the
application is not completed (d) Application is not signed by the candidate.
(e) Name of the candidate is not mentioned In the certificate issued by
the Principal. (f) Specified branch is not mentioned. (g) Any ambiguity/
erasure/ attested/cuttings/false information/ concealment of information
detected in the above certificates/application will result in the cancellation
of the candidature of the candidates at any stage of selection. or after
words also.
15. CHANGE IN INTERVIEW DATES: Request for change of SSB interview
dates will not be accepted. However under most unavoidable
circumstances, such a change may be considered based on the
circumstances of the case. This will be an exception rather than the
rule. Requests for such change duly supported by a certificate from a
Government Gazetted Officer alongwith one unstamped self addressed
envelop should be sent to Selection Centre from where the callup letter
for SSB interview has been received and NOT to Additional Directorate
General of Recruiting well in time.
16. NOTES: (a) Application incomplete in any respect and/or without
copies of mandatory certificate(s) will be rejected summarily (b)
Selection of candidates at Service Selection Board is no indicator of
their final Selection. Joining Instruction to undergo Pre-commission
training at IMA, Dehradun would be issued to the candidates as per
overall order of merit disciplinewise, medical fitness and the number
of vacancies available in each discipline. (c) Terms and conditions
given in the advertisement are subject to change and should therefore
be treated as guidelines only. (d) In your own interest you are advised
to undergo a preliminary medical check up for wax in ears, DNS,
Hydrocele/phimesis, defective colour vision, over weight/ under weight,
under chest, piles, Gyanecomasties, Tonsillities and varicocels before
reporting for the SSB interview. (e) Before applying, candidates must
satisfy themselves in their own interest that they will be able to submit
certificates in support of completion of the final semester examination
of Engineering degree to Addl Directorate General of Recruiting, West
Block-III, RK Puram, New Delhi- 110066 by 01 July 2013 in case of Pre-
Final year students. (f) Candidates not in receipt of a Call-up letter from
any of the Selection Centre for SSB interview should presume that
either their applications could not come in short list or found ineligible.
No correspondence in this regard will be entertained. (g) Candidates
withdrawn on disciplinary grounds from NDA, IMA and OTA are NOT
eligible to apply for commission into Army.

19. LIABILITY OF SERVICE: Men and Women officers may be granted
commission in any arms/services and will be liable for service in any
part of the world on selected appointments as decided by Army
Headquarters from time to time.
IMPROTANT NOTE : A candidate is permitted to apply for one entry/
discipline for above courses. Change of entry/qualification choice will
not be entertained.

STEPS FOR APPLYING
STEP 8: If your candidature is found eligible you will be intimated by e-mail/sms regarding the
written test. On receipt of the e-mail / sms you will have to once again login to
www.epostonline.in/AIATSL and click on "DOWNLOAD ADMIT CARD" OPTION.
STEP 9: Print the admit card and paste a recent passport size photograph, self attest the same by
signing across your photograph carry the ADMIT CARD to the examination centre on the date and
time indicated therein. Photograph affixed on the registration slip and admit card, should be the
same.
􀂾 Submission of registration slip after the closing date will not be accepted. AIATSL is not

Candidates belonging to OBC category must submit a duly attested photocopy of current

candidate does not belong to socially advanced sections excluded from the benefits of
reservation for OBC in civil posts and services, under the Government of India. The

General Conditions:
1. The short listed candidates will be considered for engagement on a fixed-term Contract basis, at Delhi
and Mumbai, subject to their Medical fitness, prescribed for the position Placement of selected
candidates will be as per operational requirement and at the discretion of Management.
2 Candidates will have to bear the cost of the Pre-Employment Medical Examination(s), which could be
between Rs.500/- and Rs.1000/. Any additional tests, if required, the additional cost thereof will also
have to be borne by the candidate.
3. Emoluments: The job carries an all-inclusive package as indicated above.
4. Consideration of SC/ST/OBC candidates will be as per Government Directives on
reservation of posts.
5. SC/ST candidates called for Initial Screening/Written Test/ Group Discussion/ Personal
Interview (s), residing beyond 80 kms. from the Test Center, and not employed in any
Government / Semi-Government / Public Sector Undertaking or Autonomous Bodies, will
be re-imbursed second class to & fro rail / bus fare by the shortest route as per rules, on
production of evidence to that effect.
6. Applications which are unsigned / incomplete / mutilated / received after the prescribed

7. The applicant / candidates must ensure that they fulfill all the eligibility criteria, as on 1ST

(D)Definition of Ex-serviceman (EXS) :
(i) Ex-servicemen: Only those candidates shall be treated as Ex-Servicemen who fulfill the revised definition as laid down in Govt. of India, Ministry of Home Affairs, Deptt. Of Personnel & Administrative Reforms notification No. 36034/5/85/Estt (SCT) dated 27.10.1986 as amended from time to time.
(ii) Disabled Ex-Servicemen (DISXS) : Ex-Servicemen who while serving in Armed Forces of the Union were disabled in operation against the enemy or in disturbed areas shall be treated as DISXS.
Note:
(1) Candidates still serving in Defence Services and desirous of applying under Ex-Servicemen category should submit the proper discharge certificate from the competent authority at the time of interview , failing which their candidature will be cancelled. Please note that those candidates will not be interviewed, who do not produce discharge certificate.
(2) An Ex-serviceman who has once joined a Government job on civil side after availing of the benefits given to him as an Ex-Serviceman for his re-employment. including a job in the Public Sector Undertaking ceases to enjoy ex-serviceman status for further employment.
(3) Ex-servicemen candidates who have already secured employment under the Central Govt. in Group „C‟ & „D‟ will be permitted the benefit of age relaxation as prescribed for Ex-Servicemen for securing another employment in a higher grade or cadre in Group „C‟/ „D‟ under the Central Govt. However, such candidates will not be eligible for the benefit of reservation for Ex-Servicemen in Central Govt. jobs.
(E)Definition: Physically Challenged Persons (PC) –Definition of Categories of Disabilities:
(a) An Orthopedically Challenged (OC) person is one suffering from Locomotor Disability or Cerebral Palsy. Persons who suffer from not less than 40% of relevant disability (as certified by a Medical Board appointed by the Central/State Govt.) would be eligible for reservation in services/ posts.
Locomotor Disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.
Cerebral Palsy means a group of non progressive conditions of a person characterized by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal, or infant period of development.
(b) Deaf & Hearing Impaired (HI): The deaf are those persons in whom the sense of hearing is non-functional for ordinary purposes of life i.e. total loss of hearing in both ears. They do not hear, understand sounds at all even with amplified speech. Hearing impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies.
(c) Visually Impaired: (VI) The visually impaired persons are those suffering from blindness or low vision.
Blindness- refers to a condition where a person suffers from any of the following conditions:
(i) total absence of sight (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses, (iii) Limitation of the field or vision subtending an angle of 20 degrees or worse.
Person with low vision- means a person with impairment of visual functioning even after treatment or standard refractive correction, but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.
Use of Scribe :
Visually impaired candidates and candidates whose writing speed is affected by cerebral palsy can use their own scribe at their cost during the written examination. In all such cases where a scribe is used, the following rules will apply :-
i) The candidate will have to arrange his/her own scribe at his /her own cost
ii) The academic qualification of the scribe should be one grade lower than the stipulated eligibility criteria.
iii) The scribe can be from any academic discipline. The scribe should possess 60% or lesser marks.
iv) Both the candidates as well as the scribe will have to give a suitable undertaking, confirming that the scribe fulfills all the stipulated eligibility criteria for a scribe as mentioned above. Further, in case, it later transpires that he/she did not fulfill any of the laid down eligibility criteria or suppresses material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the written examination.
v) Such candidates who use a scribe shall be eligible for extra time of 20 minutes for every hour of the examination.
(F) EDUCATIONAL QUALIFICATION & EXPERIENCE (As on 01.04.2011)

6. SELECTION PROCEDURE:
The selection will be made on the basis of performance in written test and interview. All the eligible candidates who apply with the requisite fee and whose applications are received in time and who fulfill the eligibility criteria will be called for a written test, which will be of objective type comprising the following:

Wrong answers given in the objective test will result in negative marks.
The candidates securing a minimum of 40% marks in the written test shall qualify for interview. In the case of candidates belonging to the scheduled caste or scheduled tribe categories, the minimum marks in the written test shall be 35% to qualify for interview.
Marks obtained in the written test will be reckoned for merit ranking. Accordingly, candidates will be called for interview. Depending upon the number of vacancies only those candidates who ranked sufficiently high in the written test will be called for interview in the ratio of 1:3. Mere eligibility/ pass in the test shall NOT vest any right for being called for interview. Final selection will be on the basis of the ranking accorded, after adding the marks obtained in the written test and interview.

3. A candidate belonging SC/ST/OBC/PC category should attach a certified copy of the SC/ST/OBC/PC certificates issued by the Competent Authority in the prescribed format as prescribed by Government of India. In case of OBCs, the certificate inter alia must specify that the candidates should not belong to Creamy layer section excluded from the benefits or reservation for other backward class in civil post and services of Government of India, OBC certificate should not be more than one year old as on the date of application.
4. An Ex-serviceman candidate has to enclose a copy of the discharge certificate, retirement/pension order and documentary proof of rank last held.
5. Candidates serving in Government/Public Sector undertakings (including Banks) should produce no objection certificate from their employer, at the time of interview, in the absence of which their candidature will not be considered.

It is proposed to impart free Pre- Examination Training to a limited number of candidates belong to SC/ST/Minority/EXS. candidates at GORAKHPUR tentatively. The Training Centre may also be changed at the discretion of the Bank. An eligible candidate who wishes to avail Pre-Examination Training should fill in the relevant column in the application format. All expenses regarding traveling, boarding, lodging etc. will be borne by the candidate for attending the Pre-Examination Training Programme at the concerned training Centre
12. HOW TO APPLY

(iv) Branch Code and Transaction Number noted on the Challan should be correctly filled in the application at appropriate place.
(v) After filling up all the mandatory fields and security check box, the candidate should submit his/ her application by clicking on the “submit” button.
(vi) All the mandatory fields (marked with *) should be filled in, otherwise the system will not accept the application.
(vii) The Candidate should note/ remember the Registration number and Password for future reference and use.
(viii) Candidates should keep two copies of the Application printout. A copy of the printout with the recent photograph of the candidate duly pasted thereon will have to be submitted at the time of interview, the other copy may be retained for personal record of the candidate. The „Candidate‟s Copy‟ of the original Challan will have to be submitted alongwith the call letter at the time of written examination, a photocopy of which, may be retained by the candidate for his record.

13. GENERAL INSTRUCTIONS:
 Before applying, the candidate should ensure that he/she fulfils the eligibility and other norms mentioned in this advertisement. Bank would be free to reject any application at any stage of the recruitment process, if the candidate is found ineligible for the post. The decision of the Bank shall be final in taking decision on qualification and other eligibility norms. No correspondence or personal enquires shall be entertained by the Bank in this behalf.
 Application once made will not be allowed to be withdrawn and the fee once paid will not be refunded on any account nor would this fee be held in reserve for any future examination or selection.
 A recent passport size photograph should be firmly pasted on the Challan (Candidates copy) and should be signed across, by the candidate. 14. Competent Authority for issue of certificate to SC/ST/OBC/PC is as under:

Collector / First Class Stipendiary Magistrate / Sub- Division Magistrate/ Taluka Magistrate / Executive Magistrate/ Extra Assistant Commissioner/ Chief Presidency Magistrate/ Additional Chief Presidency Magistrate/ Presidency Magistrate/ Revenue Officer not below the rank of Tahsildar/ Sub Divisional Officer of the area where the candidate and/or his / her family normally resides.
In OBC Category the appointment will be provisional and will subject to the community certificate being verified through the proper channel. If the verification reveals that the claim of the candidate to belong to Other Backward Classes or not to belong to creamy layer is false, his/her services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of Indian Penal Code for production of false certificate. The crucial date for this purpose will be last date of receipt of application.
(b) For Physically Challenged- the Competent Authority to issue Disability Certificate shall be a Medical Board duly constituted by the Central or State Govt. The Central/ State Govt. may constitute Medical Boards consisting of at least 3 members out of which one shall be a specialist in the particular field for assessing loco motor/ cerebral/visual/ hearing disability as the case may be.
15. Action Against Candidates Found Guilty of Misconduct:
Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered, fabricated and should not suppress any material information while filling up the application form. At the time of written examination/ interview, if a candidate is ( or has been) found guilty of –
(i) using unfair means during the examination or (ii) impersonating or procuring impersonation by any person or
(ii) misbehaving in the examination hall or taking away the question booklet( or any
part thereof) / answer sheet from the examination hall or
(iii) resorting to any irregular or improper means in connection with his/her candidature for selection or
(iv) obtaining support for his /her candidature by unfair means, such a candidate may, in addition to rendering himself /herself liable to criminal prosecution, be liable:
(a) To be disqualified from the examination for which he/she is a candidate.
(b) To be debarred either permanently or for a specified period from any examination or recruitment conducted by Purvanchal Gramin Bank.
(c) For termination of service, if he /she has already joined the Bank.
The Bank would be analyzing the responses of a candidate with other candidates to detect patterns of similarity. If as per the laid down procedure, it is suspected that the responses have been shared and scores obtained are not genuine/ valid, the bank reserves right to cancel his/her candidature.

Candidates can select only one centre and must indicate its Name and Code No. in the application. In the event of cancellation of ‘WE’ at any centre, the Board may at its discretion allot an alternative centre to the candidates concerned. 3. RELAXATION IN THE UPPER AGE LIMIT :
Upper age is relaxable by :
(a) 3 years in the case of OBC candidates, if the posts are reserved for them.
(b) 5 years in the case of : i) SC/ST candidates, if the posts are reserved for them. ii) Exemployees of banking institutions whose services had to be terminated for reasons of economy or as a result of bank going into liquidation and personnel retrenched from Government Offices after at least one year's service and applying through Employment Exchanges, iii) Ex-servicemen (including Emergency Commissioned Officers/Short Service Commissioned Officers) provided applicants have rendered at least five years continuous Military Service and have been released on completion of assignment (including those whose assignment is due to be completed within one year) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency or/on account of physical disability or have been released on account of physical disability attributable to Military Service or on invalidment, iv) Emergency Commissioned Officers/Short Service Commissioned Officers who have completed their initial period of assignment of five years of Military Service but whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues certificates that they would be released on selection within three months from the date of receipt of offer of appointment, v) Candidates who had ordinarily been domiciled in Kashmir Division of the State of Jammu and Kashmir between 1st January, 1980 and 31st December, 1989.

4. SERVICE CONDITIONS / CAREER PROSPECTS
(i) Pay Scale :
Selected Candidates will draw a starting basic pay of Rs.21,000/- p.m. in the scale of Rs.21000-1000-30000-EB-1000-32000-1100-36400 applicable to Officers in Grade B and they will also be eligible for Dearness Allowance, Local allowance, House Rent Allowance, Family Allowance and Grade Allowance as per rules in force from time to time. At present, initial monthly Gross emoluments for Research Officer in Gr. ‘B’ DR are Rs.38,853/- (approx.).
NOTE: For candidates possessing very high academic or professional qualification/ experience of significant value to the Bank, the Bank may, at its sole discretion, consider granting up to four advance increments. The Board, at the sole discretion, may consider requests for higher emoluments on account of higher qualification/special experience of value to the Bank at the interview stage only. Such information may be furnished in the Bio-data form in the appropriate column. The number of maximum increments will be 4. The Board/Bank will not entertain any request received after the interview.
(ii) Perquisites :
Bank’s accommodation subject to availability, reimbursement of expenses for maintenance of vehicle for official purpose, newspaper, telephone charges, book grant, allowance for furnishing of residence, etc. as per eligibility. Free dispensary facility besides reimbursement of medical expenses for OPD treatment/hospitalization as per eligibility. Interest free festival advance, Leave Fare Concession (once in two years for self, spouse and eligible dependents). Loans and Advances at concessional rates of interest for Housing, Car, Education, Consumer Articles, Personal Computer, etc. The post also carries benefits of Provident Fund, Pension and Gratuity.
(iii) Cost to the Company :
The Cost to the Company (CTC) attached to the post works out to Rs10.00 lakhs p.a. (approx.) including pay, perks and market value of housing in Mumbai. The package, perks are subject to change.
(iv) At certain centres, limited number of residential quarters are available. Facility for securing residential accommodation on lease, however, exists at all centres.
(v) Initial appointment will be on probation for a period of two years which may, at Bank's discretion, be extended upto a maximum period of four years.
(vi) There are reasonable prospects for promotion to higher grades.
(vii) Selected candidates are liable to be posted and transferred anywhere in India.

(i) APPLICATION FORMAT (FOR OFF-LINE MODE) IS GIVEN AT THE END. CANDIDATES APPLYING BY OFF-LINE MODE SHOULD APPLY STRICLY IN CONFORMITY WITH THE FORMAT AS PRESCRIBED.
(ii) APP. NOT ACCOMPANIED BY PRESCRIBED FEES (UNLESS EXEMPTED) OR INCOMPLETE/ILLEGIBLE/NOT IN THE PRESCRIBED FORMAT/WITHOUT PHOTOGRAPH/WITHOUT SIGNATURE WILL BE REJECTED AND NO CORRESPONDENCE IN THIS REGARD WILL BE ENTERTAINED BY THE BOARD.
(iii) APPLICATION MUST BE COMPLETED IN ALL RESPECTS. INCOMPLETE APPLICATIONS WILL NOT BE CONSIDERED.
(iv) CANDIDATES SHOULD NOT ENCLOSE ANY CERTIFICATES OR COPIES THEREOF WITH THE APPLICATION. THEIR CANDIDATURE WILL BE CONSIDERED ON THE STRENGTH OF THE INFORMATION DECLARED IN THE APPLICATION. IF AT ANY STAGE, IT IS FOUND THAT ANY INFORMATION FURNISHED IN THE APP. IS FALSE/INCORRECT OR IF ACCORDING TO THE BOARD, THE CANDIDATE DOES NOT SATISFY THE ELIGIBILITY CRITERIA, HIS/HER CANDIDATURE / APPOINTMENT IS LIABLE TO BE CANCELLED / TERMINATED.
(v) ALL EDUCATIONAL QUALIFICATIONS MUST HAVE BEEN OBTAINED FROM RECOGNISED UNIVERSITIES/INSTITUTIONS IN INDIA OR ABROAD. IF GRADES ARE AWARDED INSTEAD OF MARKS, CANDIDATES SHOULD CLEARLY INDICATE THEIR NUMERICAL EQUIVALENT.
(vi) CANDIDATES SHOULD SATISFY THEMSELVES ABOUT THEIR ELIGIBILITY FOR THE POST APPLIED FOR. THE BOARD WOULD ADMIT TO THE ‘WE’ ALL THE CANDIDATES APPLYING FOR THIS POST WITH THE REQUISITE FEE (WHEREVER APPLICABLE) ON THE BASIS OF THE INFORMATION FURNISHED IN THE APP. AND SHALL DETERMINE THEIR ELIGIBILITY ONLY AT THE FINAL STAGE I.E. WHILE CALLING THEM FOR INTERVIEW.
(vii) THE BOARD SHALL NOT ENTERTAIN REQUESTS FROM THE CANDIDATES SEEKING ADVICE ABOUT THEIR ELIGIBILITY TO APPLY.
(viii) THE LIST OF ADMITTED CANDIDATES FOR ‘WE’ WILL BE DISPLAYED ON RBI WEBSITE AT THE APPROPRIATE TIME. IF THE CANDIDATE DOES NOT RECEIVE ADMISSION LETTER (AL) FOR ‘WE’/ANY OTHER COMMUNICATION FROM THE BOARD, HE/SHE SHOULD CONTACT THE IN-CHARGE OF THE RBI OFFICE DURING OFFICE HOURS AT THE EXAMINATION CENTRE INDICATED IN THE APPLICATION ALONG WITH DULY SIGNED PASSPORT SIZE PHOTOGRAPH, ON ANY DAY STARTING FROM FOUR DAYS BEFORE THE DATE OF EXAMINATION FOR NECESSARY GUIDANCE. FAILURE TO COMPLY WITH ABOVE INSTRUCTIONS WILL DEPRIVE THE CANDIDATE OF ANY CLAIM FOR CONSIDERATION.
(ix) CANDIDATES WILL HAVE TO APPEAR FOR THE ‘WE’ AT THEIR OWN EXPENSES. HOWEVER, THOSE CALLED FOR INTERVIEW, WILL BE REIMBURSED TO AND FRO ACTUAL FIRST CLASS FARE OR II AC RAILWAY FARE BY THE SHORTEST ROUTE FROM THE PLACE OF THEIR RESIDENCE/PLACE OF WORK TO THE PLACE OF INTERVIEW WHICHEVER IS NEARER.
(x) IN ALL CORRESPONDENCE WITH THE BOARD, ROLL NO. INDICATED IN ‘AL’ MUST BE QUOTED.
(xi) CHANGE OF ADDRESS, IF ANY, SHOULD BE INFORMED TO THE BOARD IMMEDIATELY. ALTHOUGH EVERY EFFORT WILL BE MADE TO TAKE ON RECORD SUCH CHANGES, THE BOARD DOES NOT ACCEPT ANY RESPONSIBILITY IN THE MATTER, PARTICULARLY WHEN THE TIME GAP BETWEEN RECEIPT OF INTIMATION AND DATE OF EXAMINATION / INTERVIEW IS VERY SHORT.
(xii) CANDIDATES ALREADY IN SERVICE OF GOVT./QUASI-GOVT. ORGANISATIONS AND PUBLIC SECTOR BANKS /UNDERTAKINGS WILL HAVE TO PRODUCE A "NO OBJECTION CERTIFICATE” FROM THEIR EMPLOYER, AT THE TIME OF INTERVIEW. HOWEVER, BEFORE APPOINTMENT IN RBI, A PROPER DISCHARGE CERTIFICATE FROM THE EMPLOYER WILL HAVE TO BE PRODUCED. IF THE APP. IS REQUIRED TO BE ROUTED THROUGH THE EMPLOYER AND IN THE PROCESS IT REACHES THE BOARD’S OFFICE AFTER THE CLOSING DATE, IT WILL NOT BE CONSIDERED EVEN THOUGH THE APPLICANT SUBMITTED THE APP. TO THE EMPLOYER BEFORE THE CLOSING DATE. IN SUCH CASES, APP. MARKED ‘ADVANCE COPY’ SHOULD BE SENT TO THE BOARD’S OFFICE DIRECT, TOGETHER WITH FEE (WHEREVER APPLICABLE) AND THE REGULAR COPY (WITHOUT FEE) SHOULD BE ROUTED THROUGH THE EMPLOYER.
(xiii) CANVASSING IN ANY FORM WILL BE A DISQUALIFICATION.
(xiv) IN ALL MATTERS REGARDING ELIGIBILITY, CONDUCT OF EXAMINATIONS, INTERVIEW, ASSESSMENT, PRESCRIBING MINIMUM QUALIFYING STANDARDS IN ‘WE’ AND INTERVIEW, IN RELATION TO NUMBER OF VACANCIES AND COMMUNICATION OF RESULT, THE BOARD'S DECISION SHALL BE FINAL AND BINDING ON THE CANDIDATES AND NO CORRESPONDENCE SHALL BE ENTERTAINED IN THIS REGARD.
(xv) MOBILE PHONES, PAGERS, OR ANY OTHER COMMUNICATION DEVICES ARE NOT ALLOWED INSIDE THE PREMISES, WHERE THE EXAMINATION IS BEING CONDUCTED. ANY INFRINGEMENT OF THESE INSTRUCTIONS SHALL ENTAIL DISQUALIFICATION INCLUDING BAN FROM FUTURE EXAMINATIONS.
(xvi) THE BOARD DOES NOT FURNISH THE MARK-SHEET TO CANDIDATES. HOWEVER, ‘WE’ AND INTERVIEW MARKS MAY BE AVAILABLE ON THE BANK’S WEBSITE AFTER THE DECLARATION OF THE FINAL RESULT.
(xvii) THE POST IS ALSO OPEN TO THE EMPLOYEES OF RBI (STAFF CANDIDATES) WHO SATISFY THE ELIGIBILITY CRITERIA SEPARATELY STIPULATED BY THE BANK.
7. SUBMISSION OF THE APPLICATION :
Candidates can apply for the post either on the prescribed Application (OFF-LINE) or submit the application ON-LINE followed up by sending a printout (hardcopy) of the online application to the Board’s office.
i. ON–LINE: The candidate can apply ON-LINE using the link/URL http://onlinedr.rbi.org.in/ Detailed ‘Instructions for Applying ON-LINE’ are available on this link. Candidates should read the instructions carefully and then click on “Apply” link. Salient features of the system of ON-LINE Application are given hereunder :
a) Before starting filling up of ON–LINE application, a candidate must purchase the DD or IPO for Rs. 100/- (except SC/ST/PWD candidates who are exempted from payment of fees).
b) Fee exempted category candidates can straightway fill the ON–LINE application.
c) Candidates NEED to take a PRINTOUT (hard copy) of their ON-LINE Application after submission of the data through the system. A signed photograph must be pasted (not to be stapled) at the specified place on the printout and the candidate must sign on the printout of the application and attach DD or IPO of Rs.100/- (if required to pay fee).
d) Candidates need to send the system generated print out (hard copy) of the ONLINE Application to the Reserve Bank of India Services Board’s Office (RBISB) by ordinary post. In case the print out (hard copy) is not received by the Board by the CLOSING DATE mentioned in this advertisement, the ON-LINE application will not be entertained and will be rejected.
e) Applications should not be submitted more than once. Duplicate applications will not be entertained and will be rejected.
f) The ON-LINE applications can be submitted till 11.59 P.M. on June 27, 2011 after which the link will be disabled.
ii. OFF–LINE: The candidates must apply in the Application format published in this advertisement. It should be typed or neatly handwritten in Hindi or English on a good quality “White A- 4 size” paper. All the relevant columns in the application (except PWD category and Fee, if not applicable) must be filled legibly or typed. Incomplete and illegible applications will be rejected.
iii. OFF-LINE Application or printout of the ON-LINE Application (hard copy), as the case may be, have to be sent by ordinary post to “The General Manager, Reserve Bank of India Services Board, Post Bag No. 4618, Mumbai Central Post Office, Mumbai-400008” The cover should be superscribed "APPLICATION FOR THE POST OF RESEARCH OFFICERS IN GRADE ‘B’ for DEPR"
iv. OFF-LINE Application or printout of the ON-LINE Application (hard copy), as the case may be, in closed cover, may also be deposited in the box specially kept for the purpose at Reserve Bank of India, Opposite Mumbai Central Railway Station, Mumbai Central, Mumbai 400 008.
v. Candidates should apply either by ON-LINE mode (followed up by sending a printout of the online application) or OFF-LINE mode. They should not submit application by both the modes. Duplicate applications will be rejected.
8. CLOSING DATE:
(i) The ON-LINE applications can be submitted till 11.59 P.M. on June 27, 2011.
(ii) OFF-LINE Application or the printout of the ON-LINE Application (hard copy), as the case may be, should reach the Board’s Office on or before 6.00 P.M. on July 4, 2011.
(iii) In the case of App. received only by post from candidates living abroad, in Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura; Ladakh division of Jammu and Kashmir State; Lahaul and Spiti Districts and Pangi Sub-division of Chamba district of Himachal Pradesh; Andaman and Nicobar Islands and Lakshadweep, the last date of receipt of Applications will be on or before 6.00 P.M. on July 11, 2011. For Applications received in any manner other than by post, the benefit of extended time will not be available.
(iv) The Board takes no responsibility for any delay in receipt of Applications or loss thereof in postal transit.
9. CHECK-LIST FOR SUBMISSION OF THE APPLICATION :
(i) The Format of the application given below should not itself be used as application.
(ii) The App. strictly in conformity with the Format as prescribed must be typed or neatly hand-written in Hindi or English on a good quality “White A4 size” paper and duly affixed (not stapled) with a signed latest passport size photograph. Candidates should ensure that all the entries have been correctly filled in and the Application, as also the photograph are signed. Application without signature, photo, fee (if applicable), not in prescribed Format, incomplete or illegible shall be rejected.
(iii) Name and Address in the application must be written IN CAPITAL LETTERS in English only, since processing is computerized.
(iv) Candidates should write their name and address on the reverse of the Demand Draft and in the space provided for the purpose on the Postal Orders (if fee is payable) and enclose them to the application with a pin (should not be stapled).
(v) The post applied for should be superscribed on top of the cover containing the Application.
(vi) Candidates must ensure that the Application [either OFF-LINE or printout of the ON-LINE] along with DD/IPO (if applicable) should reach the Board’s office on or before the CLOSING DATE. Even after the successful submission of ON-LINE application through the system, unless the system generated print-out of the ONLINE application together with fee (if applicable), photograph and signature is received by post at the Board’s office within the closing date, the ONLINE application is not valid and will be rejected.
